Green signal to the budget printing process
As a sweet start, Halwa Ceremony is a traditional pre-budget event, which is celebrated before the printing of the budget. The Finance Minister stirs the cauldron and flags it off by serving halwa to the officials. The ceremony takes place in the basement of the North Block of the Finance Ministry, where there is a special printing press.

24 hour surveillance of Intelligence Bureau
It is said that for about 10 days before the presentation of the budget in Parliament, the officers and employees of the Finance Ministry related to the budget stay in the basement of North Block, where complete secrecy is maintained. According to claims, ministry officials and employees are under 24-hour surveillance by the Intelligence Bureau and are not even allowed to contact their loved ones. They are not even allowed to make phone calls. A strong network of CCTV and jammers keeps them cut off from outside contact.
