Elite D Group – Madhya Pradesh, Uttarakhand, Himachal Pradesh, Baroda, Delhi, Orissa, Pondicherry, Jharkhand.
Plate Group – Nagaland, Hyderabad, Meghalaya, Sikkim, Mizoram, Arunachal Pradesh.
It is noteworthy that this time 38 teams have been divided into a total of 5 groups. In which there are 4 groups in elite category.
