The INDIA Bloc’s floor leaders will meet today at 10 AM in Parliament House, at the office of Leader of Opposition-Rajya Sabha, Mallikarjun Kharge. This meeting is scheduled before a crucial parliamentary session on Wednesday, August 20, when the central government plans to introduce multiple bills.
Union Home Minister Amit Shah is set to introduce three bills in the Lok Sabha. These include a Constitution Amendment bill, a bill to amend the Union Territories Act of 1963, and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025.
The three bills, along with the Promotion and Regulation of Online Gaming Bill, 2025, are part of the revised Lok Sabha agenda for Wednesday.
The Union Home Minister intends to introduce the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, which will further amend the Constitution of India, and the Government of Union Territories (Amendment) Bill, 2025, along with the bill concerning the Jammu and Kashmir Reorganisation Act, 2019.
The three bills are expected to be referred to a Joint Committee of the two Houses. The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 aims to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019. The amendment will establish a legal framework for removing the Chief Minister or a Minister if arrested or detained on serious criminal charges.
The bill’s statement of objectives and reasons emphasizes that elected officials represent the aspirations of the Indian population. It suggests that a Minister accused of serious crimes, arrested and detained, may hinder constitutional morality and principles of good governance, thereby diminishing public trust. Furthermore, the Promotion and Regulation of Online Gaming Bill, 2025, is also on the agenda for introduction in the Lok Sabha. This bill is intended to regulate the online gaming sector, including e-sports, educational games, and social gaming, and will establish an Authority to oversee the sector’s policy, development, and regulation.
The Promotion and Regulation of Online Gaming Bill, 2025, is likely to be presented by Electronics and Information Technology Minister Ashwini Vaishnaw. The bill aims to ban online money games via any computer resource, mobile device, or the internet, especially those crossing state lines or operating from foreign jurisdictions. It seeks to protect individuals, particularly young people and vulnerable groups, from the detrimental social, economic, psychological, and privacy-related impacts of such games. The bill also focuses on responsible digital technology usage, maintaining public order, and protecting public health.
