In an effort to ensure that government schemes reach the transgender community, Jharkhand’s Chief Secretary, Alka Tiwari, has mandated a state-wide survey. This decision was made during a recent meeting of the Jharkhand Transgender Welfare Board. The primary objective of the survey is to gather data on the transgender population across different districts, understand their specific needs, and identify their aspirations. This information is vital for the effective allocation of resources and the seamless integration of transgender individuals into various welfare programs. The meeting revealed that many transgenders hesitate to reveal their identity, which prevents them from accessing essential services such as identification documents, reservation benefits, pension schemes, health insurance (Ayushman cards), and shelters (Garima Griha). To overcome this challenge, the Chief Secretary has instructed the swift establishment of district-level committees, with Deputy Commissioners at the helm, in every district. The board will also establish a “Transgender Support Unit” to tackle issues concerning transgenders and propose solutions. The 2011 census data indicates that there are 4,87,803 transgenders in India, with 13,463 residing in Jharkhand. The Jharkhand government, with the support of the Transgender Welfare Board, runs several welfare programs to support this community. Senior officials, including the Home Secretary, Social Welfare Secretary, Finance Secretary, and Rural Development Secretary, were present at the board meeting.
