Schemes should be implemented effectively – Mr. Chamra Linda, Welfare Minister
Welfare Minister Mr. Chamra Linda said that the state government is fully committed to the social, educational and economic empowerment of Scheduled Tribes, Scheduled Castes and Backward Classes. He said that regular review of schemes ensures transparency and accountability. He instructed the officials that the benefits of each scheme should reach the eligible beneficiaries in a timely manner and there should be no negligence at any level. Mr. Linda was giving directions to the officials in the departmental review meeting held at Project Bhawan on Saturday.
The Welfare Minister reviewed in detail the physical and financial progress of various schemes of the department.
He instructed to review the pending payments of pre-matric and post-matric scholarship schemes in particular in the meeting.
The Welfare Minister said that scholarships are among the top priorities of the government and continuous efforts are being made to ensure the availability of pending funds from the central government for this.
Besides, detailed discussions were held on important issues such as the Forest Rights Act, Dharti Awas Gram Utkarsh Yojana, schemes approved under Article 275 of the Constitution, Chief Minister Employment Generation Scheme, Sarna-Masna site conservation work, status of hostels and residential schools, and musical instrument distribution scheme.
Minister Mr. Linda directed that the physical and financial progress reports of all schemes should be submitted to the department every month so that the process of monitoring and evaluation can be strengthened. He said that the government’s intention is that the benefits of development should reach the last person of the society and the results of every scheme should be clearly visible on the ground.
The Minister also said that departmental officials should establish direct contact with the beneficiaries and include their suggestions in the improvement of the schemes. He instructed the officials to ensure transparency, accountability and timeliness in the implementation of the schemes.
Minister Mr. Chamra Linda said that the state government is especially sensitive towards the overall upliftment and development of primitive tribes. Primitive tribal communities are an integral part of the state’s cultural and social heritage. The government is working on special schemes to strengthen their education, health, housing and livelihood. The Minister said that the expansion of basic facilities and creation of sustainable livelihood opportunities in primitive tribal areas are among the top priorities of the government.
He said that the state government is committed to taking welfare schemes to the lowest strata of society. Our priority is that schemes should not only be on paper but visible on the ground and every section of society should get its real benefits.
The meeting was attended by Welfare Secretary Mr. Kripa Nand Jha, Welfare Commissioner Mr. Kuldeep Chaudhary, Welfare Officers and departmental officials from districts.
