The state government has introduced a new transfer policy for the year 2025, effective immediately. The General Administration Department has notified all relevant authorities about the application process for voluntary transfers, scheduled between June 6 and June 13. Actual transfers are slated to occur from June 14 to June 25. Notably, the policy excludes specific departments, including Police, Excise, Mining, Transport, Commercial Tax, Registration, teachers from the School Education Department, and state-run corporations, boards, and commissions. The policy specifies that transfers for third and fourth-class employees will be authorized by the District Collector, contingent upon the approval of the responsible Minister, during the same June 14-25 timeframe. Only employees who have served at a single location for over two years are eligible for transfers. The transfer percentage has been capped at 10% for third-class and 15% for fourth-class employees. Employees facing serious allegations may be transferred even if they haven’t completed two years, provided preliminary investigations support the claims. Those nearing retirement (with less than one year remaining) may be transferred to their home district or a preferred district. The government has also issued instructions to maintain a rural-urban balance, prioritizing transfers from overstaffed areas to understaffed ones. These directives are also in place at the state level, following the same timeline (June 14-25) and needing departmental ministerial approval. Transfers from scheduled to non-scheduled areas necessitate a reciprocal transfer. Employees with serious medical conditions can apply for transfers based on medical board advice. Parents of children with disabilities can request transfers to locations offering suitable treatment and educational opportunities. Upon receiving a transfer order, employees must be relieved within 10 days; failure to comply will result in an automatic release. Transfers will be completely halted after June 25th. Only under extraordinary circumstances and with the Chief Minister’s consent will transfers be considered after this date. Teachers will not be subject to transfers this year, as the rationalization procedure for their postings is already ongoing.
