The Chhattisgarh government, under the leadership of Chief Minister Shri Vishnudev Sai, is going to launch the Gaudham Yojana to empower the rural economy and give a new direction to animal conservation. This ambitious scheme will not only promote the protection of livestock and breed improvement, but will also open up new employment opportunities in villages through organic farming, fodder development and cow-based industries. The scheme has been designed in such a way that along with the care of destitute and nomadic bovine animals, a permanent source of regular income is available to the herders and cow servants, so that economic stability and self-reliance can be achieved in rural life. The draft of Gaudham Yojana has also been approved by the Finance and Animal Husbandry Development Department.
The objective of Gaudham Yojana is to conserve and promote bovine animals through scientific methods, promote cow products, encourage fodder development programs, develop Gaudham as a training center, provide employment to villagers and ensure protection of animals and human life in case of loss of crops and accidents.
Special focus on the safety of illegal trafficking and nomadic animals*

There is already a ban on illegal animal trafficking and transportation in the state. A large number of bovine animals are seized in police action on inter-state borders. This scheme is being started only to keep these animals and nomadic animals safe. A maximum of 200 bovine animals can be kept in each Gaudham according to the capacity.
Under the Gaudham Yojana, the herders will be given a honorarium of Rs 10,916 per month and the cow servants will be given Rs 13,126 per month. Along with this, a fixed amount will be provided daily for the fodder of the animals. The excellent Gaudham will be given an amount of Rs 10 per day for each animal living there in the first year, Rs 20 per day in the second year, Rs 30 per day in the third year and Rs 35 per day in the fourth year. The budget, rules and conditions for the scheme have been fixed so that there is no problem in the operation.
Chief Minister Shri Sai – “Gaudham Yojana will increase the safety of livestock and employment in villages”
Chief Minister Shri Vishnu Dev Sai said that the Gaudham Yojana will ensure the safety of animals in the state and a large number of herders and cow servants will get a means of regular income. Chief Minister Shri Sai said that by improving the breed of animals, they can be made more capable of giving milk and being used to their full potential in farming. Along with this, organic farming and fodder development programs in Chhattisgarh will also gain momentum, which will increase employment opportunities at the village level and the economy of the villages will be strengthened.
Suitable government land will be selected for the establishment of Gaudham
Gaudham will be established on such government land where safe enclosures, animal sheds, sufficient water and electricity facilities are available. In the gaushalas where infrastructure is already developed, the land of the grazing land adjacent to the gaushala will be given for green fodder production on the basis of availability. In addition, if the committee of the registered gaushala around it expresses its disagreement for operation, then other voluntary organizations, NGOs, trusts, farmer producer companies or cooperative societies will be able to apply for operation.
Gaudham will be established on the proposal of the district administration, which will be different from the registered gaushalas. In the first phase, Gaudham will be established in rural areas around the major national highways of Chhattisgarh. The district level committee will conduct a comparative study of the received applications and send the name of the selected institution to the Chhattisgarh State Gau Seva Aayog. After approval, an agreement will be made between the selected institution and the commission, after which the operation of Gaudham will be handed over to that institution.
No purchase of cow dung, encouragement will be given to fodder development
Cow dung will not be purchased in Gaudham, the herder himself will use the cow dung of the animals. Only destitute and nomadic bovine animals will be kept here and they will be protected and nurtured by scientific methods. Priority will be given to gaushalas in operation. The committee of the gaushala registered in the State Gau Seva Commission, voluntary organization, NGO, trust, farmer producer company and cooperative society will be eligible for operation. The amount will be given to Gaudham on the basis of the number of animals living there. Financial assistance will also be given for fodder development on the land adjacent to Gaudham – a provision of Rs 47,000 for a fodder development program in one acre and Rs 2,85,000 for five acres is available.
Gaudham will become a training center, cow products will get a boost
Each Gaudham will also be developed as a training center. The operating committee or institution will provide training to the villagers on the subject of cow products and will encourage them to cow-based farming. Along with this, Gaudham will also be a medium for training, production and sale of making vermicompost, pest controllers, cow wood, gonoil, diya, toothpaste, agarbatti etc. from cow dung and cow urine.
