Chhattisgarh receives ₹195 crore from the Center to strengthen rural connectivity in Naxal-affected areas

Raipur, August 7, 2025/ Taking a major step towards strengthening rural connectivity and basic infrastructure in the Naxal-affected remote and tribal areas of Chhattisgarh, the Government of India has approved a central assistance of ₹195 crore to Chhattisgarh for the financial year 2025-26 under the road connectivity project “RCPLWEA (Road Connectivity Project for Left Wing Extremism Affected Areas)”.
Chief Minister Shri Vishnu Deo Sai, while expressing his gratitude to Prime Minister Shri Narendra Modi and Union Rural Development Minister Shri Shivraj Singh Chouhan for this important approval, said that this approval will bring a new light of development to those remote areas of Chhattisgarh which have been struggling with Naxal violence and geographical remoteness for decades. This amount will prove to be a strong foundation of development, trust, and permanent peace for the people there. Our government will use this fund with full transparency and quality.
This approval has been given through the Single Nodal Agency Sparsh model under the “Just-in-Time” fund release system of the Ministry of Finance. It has been prepared with the permission of the Mother Sanctioning Authority and has been uploaded on PFMS (Public Financial Management System).
Out of a total of ₹195 crore, ₹190.6125 crore has been approved as program funds and ₹4.3875 crore as administrative funds, which will be received by the state through the Reserve Bank of India. According to the Sparsh guidelines, only one active mother sanction will be valid at any given time, and the previous balance will be included in this.
This fund has been given especially for the development of new all-weather roads, strengthening of existing routes, construction of bridges, and development of cross-drainage structures in the remote rural areas of the Naxal-affected districts of Chhattisgarh—Dantewada, Bijapur, Sukma, Narayanpur, Kanker, Bastar, Rajnandgaon, Balrampur, Kondagaon, and Jashpur.
Through these structures, settlements will be connected to block and district headquarters, markets, schools, and health centers, which will significantly improve the reach of the government and socio-economic activities. Especially in areas that are prone to floods and get blocked during the rainy season, this contact structure will act as a lifeline.
Administrative funds of ₹4.3875 crore will be used for monitoring and evaluation (M&E), technical assistance, capacity building, and data management through the MIS platform.
This approval has been adjusted under the previously approved projects: ₹56.82 crore under Batch-I (2019-20), ₹133.79 crore adjusted under Batch-I (2022-23).
After this adjustment, an amount of ₹217.39 crore will remain for the upcoming release for Batch-I (2022-23). In this process, the amount released earlier and the interest earned have been included, and compliance with e-bill clearance, revised mother sanction, and the guidelines of the Single Nodal Agency – Sparsh system has been ensured.
The Ministry of Rural Development has requested the state government to ensure the use of funds quickly and effectively in accordance with the scheme guidelines. Also, according to the Office Memorandum (Para 3(v)) of the Ministry of Finance dated July 13, 2023, it has also been clarified that after the completion of the scheme, it will be necessary to close all Single Nodal Agency accounts and return the unexamined central share to the Consolidated Fund of India (CFI). The unexamined amount of the state share must be returned to the Consolidated Fund of the State and any central share kept in the state treasury must also be returned to CFI.
This approval has been issued under the rights conferred on the Ministry of Rural Development and after consultation with the Integrated Finance Division.
This decision will not only give impetus to the expansion of connectivity facilities in the remote areas of Chhattisgarh but will also prove to be a decisive step towards social harmony, good governance, service accessibility, and permanent peace.
