A cabinet meeting chaired by Chief Minister Shri Vishnu Deo Sai was held here today at Mantralaya Mahanadi Bhawan, during which important decisions were taken, including providing concessions in electricity bills to domestic electricity consumers in the state.
Chief Minister Urja Rahat Jan Abhiyan (M-URJA) – The Chief Minister Urja Rahat Jan Abhiyan is effective in the state from December 01, 2025, to provide relief in electricity bills to domestic electricity consumers. Under this, domestic electricity consumers will get a 50 percent discount on electricity bills up to 200 units per month, increased from 100 units. This benefit will also be available to consumers with a consumption of up to 400 units.
Consumers consuming electricity between 200 and 400 units per month in the state will receive a 50 percent discount on their electricity bills for up to 200 units for the next one year. This will benefit 6 lakh consumers, enabling them to install solar plants under the PM Surya Ghar Muft Bijli Yojana in their homes during this period.
Thus, 42 lakh consumers in the state will benefit from the Chief Minister Urja Rahat Jan Abhiyan, while all consumers in the state will receive the benefit of the Prime Minister Surya Ghar Muft Bijli Yojana.
It is noteworthy that the state government is providing subsidies under the PM Surya Ghar Muft Bijli Yojana. Under this, an additional subsidy of Rs 15,000 is being provided for a 1 kW capacity solar plant and Rs 30,000 for a plant with a capacity of 2 kW or more. This arrangement will encourage the adoption of solar energy in the state and lead consumers from half electricity to free electricity in the future.
A decision was taken to amend the Chhattisgarh Bhandar Khareed Niyam, 2002, to promote procurement from local small and micro industries and to bring clarity to procurement on the GeM portal. These amendments will simplify the procurement process, increase transparency, promote competition, and save time and resources.
The Council of Ministers approved the draft of the Chhattisgarh Private University (Establishment and Regulation) (Amendment) Bill, 2025.
The Council of Ministers approved the draft of the Chhattisgarh Shops and Establishments (Regulation of Employment and Service Conditions) (Amendment) Bill, 2025, to amend the Chhattisgarh Shops and Establishments (Regulation of Employment and Service Conditions) Act, 2017 (Act No. 21 of 2018). This will promote Ease of Doing Business reforms and employment.
