The arrest came after a thorough investigation into his financial holdings revealed that his assets were far greater than what his income would allow, exceeding it by 163%. Raids targeted properties in multiple locations including Berhampur, Puri, and Ganjam, uncovering a range of assets, from real estate to significant cash and investments. The Vigilance department stated that Panda was unable to justify the source of the assets found in his possession.
