The Jharkhand Legislative Assembly approved five bills on Tuesday, facing minimal dissent from the opposition. The bills encompassed the Jharkhand State University Bill 2025, the Jharkhand Professional Educational Institutions (Fee Regulation) Bill 2025, the Jharkhand Coaching Center (Control and Regulation) Bill 2025, the Jharkhand Platform-Based Gig Workers (Registration and Welfare) Bill 2025, and the Jharkhand Micro, Small and Medium Enterprises (Special Exemption) Bill. The Jharkhand State University Bill 2025 transfers the power of appointing university officials, including VCs, Pro-VCs, registrars, exam controllers, and financial advisors, to the Chief Minister. The state government will also take control of hiring and promotions of teaching and non-teaching staff in universities and colleges. The Pro-VC or the Minister of Higher and Technical Education will now chair the Senate, which will convene twice annually. The Jharkhand Professional Educational Institutions (Fee Regulation) Bill 2025 aims to regulate fees in private professional institutions by establishing a fee regulatory framework to curb arbitrary charges. It will also introduce a student grievance redressal mechanism. Furthermore, the Jharkhand Coaching Center (Control and Regulation) Bill 2025 was also passed, which mandates a state-level authority to supervise coaching centers, along with district-level regulatory bodies. Registration will be mandatory for coaching centers, students, teachers, and mental health counselors. Coaching centers will be obligated to offer career guidance and psychological counseling via registered mental health counselors. The Jharkhand Micro, Small and Medium Enterprises (Special Exemption) Bill 2025, which was also passed, provides exemptions from government approvals and inspections to micro, small, and medium enterprises, thereby fostering entrepreneurship and inclusive economic growth. The Jharkhand Platform-Based Gig Workers (Registration and Welfare) Bill 2025, passed by the assembly, will create a regulatory framework for gig workers, focusing on decent work conditions, minimum wages, and social security, covering independent contractors, online platform workers, contract firm workers, on-demand workers, and temporary employees. It will also implement a registration system for these workers.
