The Department of Revenue and Land Reforms in Bihar has announced a state-wide Revenue Mega-Campaign, scheduled to commence on August 16th and conclude on September 20th. A preparatory meeting was convened on Sunday at the Revenue Survey Training Institute in Shastrinagar. Participants included representatives from the three-tiered panchayat system, along with officials and staff associations, to strategize the successful execution of the campaign.
Department’s Additional Chief Secretary, Deepak Kumar Singh, who chaired the meeting, pointed out that land record inaccuracies are a widespread problem affecting a large percentage of the state’s population. Despite online services, issues persist regarding processes like the updating of land ownership and corrections to existing records.
The campaign aims to resolve these issues by accepting applications for online corrections to land records, handling inheritance transfers, facilitating partition transfers, and registering any missing land records online. Teams will conduct door-to-door visits, providing copies of land records and application forms. District and state-level awards will be given to those who perform exceptionally well during the campaign.
Crucially, the three-tier panchayat representatives are expected to play a key role in ensuring the smooth running of the campaign. They will be responsible for raising awareness about the campaign and distributing land record copies and application forms. Officials and staff from their respective associations will also be involved in distributing land record copies and application forms at the mouza level.
ACS Singh emphasized the importance of implementing the campaign effectively. To achieve this, collaboration has been initiated with the Rural Development Department, Panchayati Raj Department, Scheduled Castes and Tribes Department, and the Information and Public Relations Department. Their personnel will also be working in teams, aiding in the successful organization of the camps.
IT Manager Anand Shankar provided a detailed overview of the Revenue Mega-Campaign, outlining that it would be conducted in three phases: preparation, organization, and execution. He also mentioned that the deadline to release the circle-wise micro-plan is August 12th, and that this information would be available on the department’s portal. Registration of applications received at the camps will be done immediately, with unique names and numbers assigned to track the application status. The welcome address was delivered by Director J. Priyadarshini.
During the meeting, several representatives including the President of the Mukhiya Sangh, Panchayat Secretary Sangh, Ward Member Sangh, Gram Kachahri Nyamitra Sangh, Bihar Revenue Amin Sangh, United Revenue Service Sangh, Panch Sarpanch Sangh, Bihar Administrative Service Sangh, and Bihar State Land Reforms Employee Sangh, offered suggestions. The ACS listened and promised to implement the relevant suggestions.
Also present were department officials including Secretary Gopal Meena, Director of Consolidation Rakesh Kumar, Special Secretary Arun Kumar Singh, Joint Secretary Anil Kumar Pandey, Ajeev Vatsraj, Additional Secretary Mahendra Pal, and Deputy Director Mona Jha.
