The Chhattisgarh government is implementing significant changes to its sand mining policy with the aim of increasing transparency, organization, environmental consideration, and public benefit. The previous administration saw a reduction in active sand mines, leading to construction delays and a rise in illegal activities. The current government, led by CM Vishnu Deo Sai, is committed to addressing these issues.
The new policy aims to streamline sand mining operations, ensuring they are well-regulated and advantageous for the public. This includes a focus on transparency and scientific methods.
To speed up environmental approvals, three state-level environmental impact assessment committees have been established. This is a significant increase from the previous single committee and will help clear pending applications more quickly.
Currently, 119 sand mines are operating legally with environmental clearances, and 94 more are nearing final approval. Furthermore, the government plans to approve over 300 new mines within the next 18 months to maintain a stable sand supply and support construction projects.
A study by IIT Roorkee found that properly managed sand mining does not negatively affect rivers. This research supports the government’s scientific approach to its mining policy.
From the fiscal year 2024-25 through June 2025, authorities have recorded 6,331 cases of illegal mining. Actions taken include the recovery of ₹18.02 crore, the seizure of 184 machines, and the filing of 56 FIRs and 57 court cases. Task forces at both the district and state levels are actively monitoring and taking enforcement actions, involving officials from various departments.
Swift legal and administrative actions have been taken to address sand-related disputes in several districts. The government is resolute in its stance against illegal activities.
Beneficiaries of the Pradhan Mantri Awas Yojana (housing scheme) are now exempt from sand royalty fees, offering direct financial relief to low-income individuals.
